India has summoned Russian Chargé d’Affaires Vladimir Ladanov after four Indian seafarers were killed in an attack on the merchant vessel MV Golden Leo off Ukraine’s Black Sea coast. The move comes as New Delhi lodged a strong protest over the deaths of its citizens, describing the attack on a commercial ship as unacceptable.
The incident occurred on July 19, 2026, when the Guinea-Bissau-flagged cargo vessel was leaving the Ukrainian port of Odesa. The ship carried 17 crew members, including five Indians. Four Indian sailors lost their lives, while another was critically injured and is undergoing treatment.
According to Ukrainian officials, the vessel was struck by Russian cruise missiles, causing a major fire onboard. The attack also claimed the lives of several foreign crew members and a Ukrainian port pilot. At the time of publication, Russia had not issued a public response to the allegations.
The Ministry of External Affairs summoned the Russian diplomat on Tuesday and conveyed India’s “grave concern” over the incident. The government said that attacks on commercial vessels threaten civilian lives and undermine the safety of international maritime trade. It also urged Russia to ensure that such incidents do not occur again.
The deaths have sent shockwaves through India’s maritime community. Thousands of Indian seafarers serve on cargo ships across the world, often sailing through regions affected by conflict. While these professionals are not involved in military operations, they continue to face growing risks as global tensions escalate.
